The Ministry of Foreign Affairs and European Integration of the Republic of Moldova presents its compliments to the European Commission and, with reference to the Memorandum of Understanding between the European Commission, the Government of the Republic of Moldova and the Government of Ukraine on the European Commission Border Assistance Mission to the Republic of Moldova and to Ukraine, has the honour to convey the following.

The Ministry of Foreign Affairs and European Integration, on behalf of the Government of the Republic of Moldova, would like to propose, in accordance with article II, paragraph 7 of the above mentioned Memorandum, the extension of the mandate of the Border Assistance Mission for a further period of 24 months, starting with 01 December 2015.

The Ministry of Foreign Affairs and European Integration proposes that this Note and the Notes of endorsement by the Ukrainian side and by the European Commission shall constitute the Agreement between the signatories of the Memorandum of Understanding on the extension of the mandate of the Border Assistance Mission for a further period of 24 months, starting with 01 December 2015.

The Ministry of Foreign Affairs and European Integration of the Republic of Moldova avails itself of this opportunity to renew to the European Commission the assurances of its highest consideration.

Ministerul Afacerilor Externe şi Integrării Europene al Republicii Moldova prezintă salutul său Comisiei Europene şi, referindu-se la Memorandumul de Înţelegere între Comisia Europeană, Guvernul Republicii Moldova şi Guvernul Ucrainei cu privire la Misiunea Comisiei Europene de Asistenţă la Frontieră în Republica Moldova şi în Ucraina, are onoarea de a-i comunica următoarele.

Ministerul Afacerilor Externe şi Integrării Europene, în numele Guvernului Republicii Moldova, propune, în conformitate cu art.2, pct.7 al Memorandumului menţionat, prelungirea mandatului EUBAM pentru o perioadă de 24 de luni, începând cu data de 1 Decembrie 2015.

Ministerul Afacerilor Externe şi Integrării Europene propune ca această Notă şi Notele de răspuns din partea Comisiei Europene şi a Ucrainei să constituie Acordul între părţile semnatare a Memorandumului de Înţelegere privind prelungirea mandatului Misiunii Comisiei Europene de Asistenţă la Frontieră în Republica Moldova şi în Ucraina, pentru o perioadă de 24 de luni, începănd cu data de 1 Decembrie 2015.

Ministerul Afacerilor Externe şi Integrării Europene al Republici Moldova foloseşte acest prilej pentru a reînnoi Comisiei Europene asigurarea înaltei sale consideraţiuni.

The Ministry of Foreign Affairs of Ukraine presents its compliments to the Ministry of Foreign Affairs and European Integration of the Republic of Moldova and has the honour to acknowledge receipt of Note verbale of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova # DI/3/391.24-12358 of 18 September 2015, which states the following:

“The Ministry of Foreign Affairs and European Integration of the Republic of Moldova presents its compliments to the Ministry of Foreign Affairs of Ukraine and, with reference to the Memorandum of Understanding between the European Commission, the Government of the Republic of Moldova and the Government of Ukraine on the European Commission Border Assistance Mission to the Republic of Moldova and to Ukraine, has the honour to convey the following.

The Ministry of Foreign Affairs of Ukraine on behalf of the Government of Ukraine has the honour to accept the proposal of the Moldovan Side and to confirm that the above Note verbale of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova #DI/3/391.24-12358 of 18 September 2015, the present Note verbale in reply and the relevant Note verbale in reply of the European Commission shall constitute the Agreement (in the form of exchange of notes) between the Government of Ukraine, the Government of the Republic of Moldova and the European Commission on the extension of the mandate of the European Commission Border Assistance Mission to the Republic of Moldova and to Ukraine for the additional period of 24 months, starting from 1 December 2015, which shall come into force as of the date of the last Note verbale in reply.

The Ministry of Foreign Affairs of Ukraine avails itself of this opportunity to renew to the Ministry of Foreign Affairs and European Integration of the Republic of Moldova the assurances of its highest consideration.

Ministerul Afacerilor Externe al Ucrainei prezintă salutul său Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova şi are onoarea să comunice recepţionarea Notei Verbale a Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova Nr.DI/3/391.24-12358 din 18 Septembrie 2015, care prevede următoarele:

“Ministerul Afacerilor Externe şi Integrării Europene al Republicii Moldova prezintă salutul său Ministerului Afacerilor Externe al Ucrainei şi, referindu-se la Memorandumul de Înţelegere între Comisia Europeană, Guvernul Republicii Moldova şi Guvernul Ucrainei cu privire la Misiunea Comisiei Europene de Asistenţă la Frontieră în Republica Moldova şi în Ucraina, are onoarea de a-i comunica următoarele.

Ministerul Afacerilor Externe şi Integrării Europene al Republicii Moldova foloseşte acest prilej pentru a reînnoi Ministerului Afacerilor Externe al Ucrainei asigurarea înaltei sale consideraţiuni.”

Ministerul Afacerilor Externe al Ucrainei, în numele Guvernului Ucrainei are onoarea de a accepta propunerea părţii moldoveneşti şi să confirme faptul că Nota Verbală de mai sus a Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova Nr.DI/3/391.24-12358 din 18 Septembrie 2015, prezenta Notă Verbală de răspuns şi Nota Verbală de răspuns a Comisiei Europene vor constitui Acordul (prin schimb de note) între Guvernul Ucrainei, Guvernul Republicii Moldova şi Comisia Europeană privind extinderea mandatului Misiunii Comisiei Europene de Asistenţă la Frontieră în Republica Moldova şi în Ucraina pentru o perioadă de 24 de luni, începând cu 1 Decembrie 2015, care va intra în vigoare din data ultimei Note Verbale de răspuns.

Ministerul Afacerilor Externe al Ucrainei foloseşte acest prilej pentru a reînnoi Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova asigurarea înaltei sale consideraţiuni.

The European External Action Service presents its compliments to the Ministry of Foreign Affairs and European Integration of the Republic of Moldova and to the Ministry of Foreign Affairs of Ukraine and acknowledges receipt of the Note Verbale of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova No DI 3/391.24/12358 of 18 September 2015 and of the Note Verbale of the Ministry of Foreign Affairs of Ukraine No 311/31-404-2437 of 5 November 2015, which respectively conveyed and confirmed the proposal to extend the mandate of the EU Border Assistance Mission to the Republic of Moldova and Ukraine for a further period of 24 months starting from 1 December 2015,

The European External Action Service has the honour to confirm that the two above- mentioned Notes together with the present Reply Note constitute the common understanding of the Signing Parties to the Memorandum of Understanding of 7 October 2005 on the EU Border Assistance Mission to the Republic of Moldova and Ukraine to extend the mandate of the said Mission until 30 November 2017 inclusive. This common understanding takes effect from the date of the present Reply Note.

The European External Action Service avails itself of this opportunity to renew to the Ministry of Foreign Affairs and European Integration of the Republic of Moldova and to the Ministry of Foreign Affairs of Ukraine the assurances of its highest consideration.

Serviciul European de Acţiune Externă are onoarea de a confirma faptul că cele două Note menţionate mai sus, alături de prezenta Notă de răspuns, constituie Acordul comun al Părţilor Semnatare a Memorandumului de Înţelegere între Comisia Europeană, Guvernul Republicii Moldova şi Guvernul Ucrainei cu privire la Misiunea Comisiei Europene de Asistenţă la Frontieră în Republica Moldova şi în Ucraina din 7 octombrie 2005, privind extinderea mandatului Misiunii Comisiei Europene până pe data de 30 Noiembrie 2017 inclusiv. Acest Acord comun intră în vigoare din data prezentei Note de răspuns.

Serviciul European de Acţiune Externă foloseşte acest prilej pentru a reînnoi Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova şi Ministerului Afacerilor Externe al Ucrainei asigurarea înaltei sale consideraţiuni.
