În vederea realizării Acordului de Asociere (Titlul IV, Capitolul 6 Statistici) între Republica Moldova, pe de o parte, şi Uniunea Europeană şi Comunitatea Europeană a Energiei Atomice şi Statele membre ale acestora, pe de altă parte, semnat la Bruxelles la 27.06.2014,
Biroul Naţional de Statistică al Republicii Moldova şi Institutul Naţional de Statistică al Republicii Bulgaria, denumite în continuare “ Părţi ”,
bazându-se pe interesul reciproc vizând dezvoltarea şi colaborarea în domeniul statisticii, extinderea schimbului de informaţii, intensificarea colaborării între autorităţile de statistică ale celor două Părţi,
au convenit asupra următoarelor:
ARTICOLUL 1
Părţile vor realiza o colaborare direct reciproc avantajoasă în domeniul statisticii, care se va baza pe principiile generale, stabilite de prezentul acord.
ARTICOLUL 2
Părţile vor colabora în următoarele domenii :
a. asistenţă în procesul de reformare a Sistemului Statistic Naţional al Republicii Moldova:;
b. promovarea dezvoltării sistemelor statistice ale Părţilor în conformitate cu principiile legislaţiei Uniunii Europene în domeniul statisticii;
c. promovarea dezvoltării Sistemului Integrat de Management al Metadatelor;
d. organizarea consultărilor, seminarelor şi conferinţelor comune în scopul studierii noilor tendinţe şi a experienţei avansate privind activitatea organelor statisticii oficiale;
e. implementarea şi aplicarea standardelor şi metodelor internaţionale, în special celor ale Uniunii Europene.
ARTICOLUL 3
Cheltuielile legate de implementarea prevederilor prezentului Acord vor fi suportate de către Părţi, cu excepţia cazului în care un alt contract de asistenţă tehnică sau în oricare alt tratat se stipulează altfel.
ARTICOLUL 4
1. Părţile îşi asumă obligaţia de a păstra confidenţialitatea informaţiei transmise altei Părţi în procesul de realizare a activităţilor comune în cadrul prezentului Acord atât în perioada acţiunii, cât şi după încetarea acţiunii acestuia.
2. Părţile se angajează să utilizeze informaţiile numai în scopuri oficiale.
ARTICOLUL 5
1. Prezentul Acord nu va afecta drepturile şi obligaţiile Părţilor, ce reies din alte tratate internaţionale la care Republica Moldova şi Republica Bulgaria sunt Părţi.
2. In cazul diferendelor care decurg din interpretarea şi aplicarea dispoziţiilor prezentului Acord, Părţile le vor soluţiona prin negocieri sau consultări.
ARTICOLUL 6
La înţelegerea reciprocă a Părţilor, prezentul Acord poate fi modificat şi completat prin protocoale separate, care vor intra în vigoare în conformitate cu articolul 7 şi care trebuie să formeze parte integrantă din acest Acord.
ARTICOLUL 7
1. Prezentul Acord intră în vigoare la data semnării de către ambele Părţi şi este valabil pe o perioadă de trei ani. Termenul Acordului este prelungit automat pentru următoarele termene consecutive de trei ani, dacă nici o Parte nu va notifica în scris, prin canale diplomatice, cu preaviz de 90 de zile, cealaltă Parte asupra intenţiei de a-1 denunţa şi cu cel puţin 6 luni înainte de expirarea termenului de acţiune al acestuia.
2. Activităţile demarate sau în curs de derulare până la denunţarea Acordului vor fi realizate conform prevederilor acestuia.
Semnat la Chișinău la 29.01.2019, în două exemplare originale, fiecare în limbile Română, Bulgară şi Engleză, toate textele fiind egal autentice. în cazul unor diferende la interpretarea prevederilor prezentului Acord, textul în limba engleză va fi de referinţă.

AGREEMENT
ON STATISTICAL COOPERATION BETWEEN
THE NATIONAL BUREAU OF STATISTICS OF THE REPUBLIC OF MOLDOVA
AND
THE NATIONAL STATISTICAL INSTITUTE OF THE REPUBLIC OF BULGARIA
In order to achieve the Association Agreement (Title IV, Chapter 6 Statistics) between the Republic of Moldova, of the one part, and the European Union and the European Atomic Energy Community and their Member States, of the other part, signed in Brussels on 27.06.2014,
The National Bureau of Statistics of the Republic of Moldova and the National Statistical Institute of the Republic of Bulgaria, hereafter referred to as the “Parties”,
based on a mutual interest regarding the development and cooperation in the field of statistics, the amplification of the information exchange, the enhancement of cooperation between the statistical authorities of the Parties,
have agreed as follows:
ARTICLE 1
The Parties will achieve beneficial mutual cooperation in the field of statistics, which will be based on the general principles set out in this Agreement.
ARTICLE 2
Parties will cooperate in the following areas:
a. assistance in the process of reforming of the Statistical System of the Republic of Moldova;
b. promoting the development of statistical systems of the Parties in accordance with the principles of EU legislation in the field of statistics;
c. promoting the development of the Integrated Management System of Metadata;
d. organizing the consultations, joint seminars and conferences in order to study the new trends and the advanced experience on the activity of official statistical bodies;
e. implementation and application of international standards and methods, especially of the European Union.
ARTICLE 3
The expenses related to the implementation of this Agreement will be supported by the Parties, unless some other contract on technical assistance or any other treaty stipulate otherwise.
ARTICLE 4
1. The Parties undertake the obligation to preserve the confidentiality of information transmitted to another Party in the process of implementation of joint activities under this Agreement both during the action of this Agreement and after its finalization action.
2. The Parties undertake to use information only for official purposes.
ARTICLE 5
1. This Agreement shall not affect the rights and the obligations of the Parties arising from other international treaties to which the Republic of Moldova and the Republic of Bulgaria are Parties.
2. In case of disputes arising from the interpretation and application of the provisions of this Agreement, the Parties shall resolve them through negotiations or consultations.
ARTICLE 6
Under the mutual understanding of the Parties, this Agreement may be amended and supplemented by separate protocols which shall enter into force in accordance with Article 7 and shall form an integral part of this Agreement.
ARTICLE 7
1. This Agreement shall enter into force on the date of signature by both Parties and it is valid for a three years term. The term of the Agreement shall be automatically extended for each subsequent three years, if no Party notifies in writing, through diplomatic channels, with a notice of 90 days, the other Party of its intention to denounce it and at least 6 months before the expiration of its term of action.
2. Activities initiated or in progress until the Agreement is denounced will be done according to its provisions.
Signed at Chişinău on 29.01.2019, in two original copies, each in Romanian, Bulgarian and English languages, all texts being equally authentic. In cas|e of divergence in interpretation of this Agreement, the English text shall prevail.
