între Ministerul Afacerilor Externe şi Integrării Europene al

Republicii Moldova şi Ministerul Afacerilor Externe al Republicii

 Indonezia privind consultările politice bilaterale

Ministerul Afacerilor Externe şi Integrării Europene al Republicii Moldova şi Ministerul Afacerilor Externe al Republicii Indonezia (denumite în continuare “Părţi”),

Dorind să promoveze relaţiile de prietenie şi cooperare între cele două ţări în conformitate cu principiile Cartei Naţiunilor Unite, precum şi cu normele generale recunoscute ale Dreptului Internaţional;

Ghidate de voinţa comună de a contribui la dezvoltarea economiilor respective prin cooperarea între cele două ţări;

Referindu-se la comunicatul comun cu privire la stabilirea relaţiilor diplomatice între Guvernul Republicii Moldova şi Guvernul Republicii Indonezia, semnat la Bucureşti la 12 februarie 1993;

În conformitate cu legile şi reglementările existente în ţările respective;

Au convenit următoarele:

Articolul 1

Părţile vor ţine cu regularitate consultări pentru a revizui toate aspectele relaţiilor bilaterale şi să realizeze schimb de opinii asupra problemelor de interes comun de pe arena internaţională.

Articolul 2

Consultările cu privire la relaţiile bilaterale şi schimbul de opinii vor include toate domeniile, în special cooperarea politică, economică, comercială, ştiinţifică, tehnică şi culturală, precum şi problemele relevante pe ordinea de zi a organizaţiilor internaţionale la care ambele părţi sunt membre.

Articolul 3

Consultările în cadrul acestui Memorandum de Înţelegere se desfăşoară la nivelul miniştrilor afacerilor externe ale celor două ţări sau la nivelul înalţilor funcţionari. Data şi locul, precum şi agenda consultărilor vor fi stabilite în prealabil, prin canale diplomatice.

Articolul 4

Reprezentanţii diplomatici ai Părţilor, acreditaţi în alte ţări, precum şi Reprezentanţii lor Permanenţi pe lângă Organizaţia Naţiunilor Unite şi alte organizaţii internaţionale îşi vor intensifica contactele pentru a efectua un schimb de opinii privind domeniile enunţate în articolul 2 din prezentul Memorandum de Înţelegere.

Articolul 5

Părţile, de comun acord, pot stabili grupuri de lucru sau organiza reuniuni de experţi pentru a discuta subiecte specifice de interes comun.

Articolul 6

Părţile îşi asumă costurile financiare aferente implementării prezentului Memorandum de Înţelegere, pe bază de reciprocitate, în conformitate cu procedura prevăzută în legislaţia internă a Părţilor.

Articolul 7

Prezentul Memorandum de Înţelegere poate fi oricând amendat, prin consimţământul reciproc al Părţilor, amendamentele fiind parte integrantă a acestuia.

Articolul 8

Orice divergenţe privind implementarea prevederilor prezentului Memorandum de Înţelegere vor fi soluţionate prin consultări şi negocieri între Părţi.

Articolul 9

Prezentul Memorandum de Înţelegere va intra în vigoare la data semnării acestuia şi va rămâne în vigoare pentru o perioadă de cinci (5) ani. Acesta va fi reînnoit în mod automat pentru următoarea perioadă de cinci (5) ani dacă niciuna dintre Părţi nu va notifică cealaltă Parte despre intenţiile sale de a denunţa acest Memorandum de Înţelegere, cu cel puţin 6 luni până la data prevăzută pentru încetarea acestuia.

Întocmit la Chişinău la 19 iunie 2015, în două exemplare originale, în limbile română, indoneziană şi engleză, toate textele fiind egal autentice. În caz de divergenţe în interpretare, textul în limba engleză va fi de referinţă.

MEMORANDUM OF UNDERSTANDING

BETWEEN THE MINISTRY OF FOREIGN AFFAIRS AND EUROPEAN

 INTEGRATION OF THE REPUBLIC OF MOLDOVA AND THE

MINISTRY OF FOREIGN AFFAIRS OF THE REPUBLIC OF

 INDONESIA ON BILATERAL POLITICAL CONSULTATION

The Ministry of Foreign Affairs and European Integration of the Republic of Moldova and Ministry of Foreign Affairs of the Republic of Indonesia (hereinafter referred to as “the Parties”),

Wishing to strengthen the relations of friendship and cooperation between the two countries on the basis of principles of the United Nations Charter and generally recognized norms of International Law;

Guided by a common will to contribute to the development of their respective economies through cooperation between the two countries;

Recalling the joint communiqué concerning the establishment of diplomatic relations between the Government of the Republic of Moldova and the Government of the Republic of Indonesia, signed in Bucharest on February 12th 1993;

Pursuant to the prevailing laws and regulations in their respective countries;

Have reached the following understanding:

Article 1

The Parties will hold regular consultations to view all aspects of bilateral relations and to undertake exchange of views on issues of mutual interest on the international arena.

Article 2

The consultations on bilateral relations and exchange of views will include all areas, in particular political, economic, commercial, scientific, technical and cultural cooperation, as well as relevant issues on the agenda of the international organization to which both Parties are members.

Article 3

The consultations under this Memorandum of Understanding will be held at the level of the Ministers of Foreign Affairs of the two countries or at Senior Official′s level. The date and venue as well as agenda for the consultations will be determined, through diplomatic channels.

Article 4

The Diplomatic representatives of the Parties accredited in other countries as well as their Permanent Representatives to the United Nations Organizations and other International Organizations will intensify their contacts in order to exchange their views on the fields specified in Article 2 of the Memorandum of Understanding.

Article 5

The Parties, by mutual consent, may establish working groups or hold meetings of experts to discuss the specific issues of mutual concern.

Article 6

The Parties will bear their own costs, which arise from the implementation of this Memorandum of Understanding, on a reciprocal basis, according to the procedure, established by the national legislation of the Parties.

Article 7

This Memorandum of Understanding may be amended at any time by mutual consent of the Parties and the amendments will form an integral part of it.

Article 8

Any differences concerning the implementation of the provisions of this Memorandum of Understanding will be settled by consultations and negotiations between the Parties.

Article 9

This Memorandum of Understanding will come into force on the date of its signature and will remain in effect for a term of five (5) years. It will be automatically renewed for the next period of five (5) years, unless one of the Parties notifies the other about its intention to terminate this Memorandum of Understanding, at least six months before the date of the intended termination date.

Done at Chişinău, on 19 June 2015, in two originals in Romanian, Indonesian and English languages, all texts being equally authentic. In case of divergence of interpretation, the English text shall prevail.
