privind modificările la Statutul Organizaţiei pentru
Democraţie şi Dezvoltare Economică – GUAM

Statele membre ale Organizaţiei pentru Democraţie şi Dezvoltare Economică - GUAM
ghidate de obiectivele şi principiile cooperării stabilite în Statutul Organizaţiei pentru Democraţie şi Dezvoltare Economică - GUAM, care vizează dezvoltarea cooperării politice, economice şi umanitare, asigurarea dezvoltării durabile şi securitatea regiunii,
dorind să aprofundeze în continuare cooperarea sectorială a statelor membre, în special componenta sa economică şi luând în consideraţie impactul pozitiv al reuniunilor Şefilor de Guvern asupra implementării proiectelor şi programelor multilaterale,
având în vedere modificările constituţionale care au avut loc în statele membre,
acţionând în conformitate cu Articolul 21 al Statutului,
AU CONVENIT următoarele:
1. Paragraful 2 al Articolului 3 va fi reformulat după cum urmează: "Consiliul reprezintă organul de bază al organizaţiei, care îşi desfăşoară activitatea la nivel de şefi de stat şi guvern (summit), miniştri ai afacerilor de externe, coordonatori naţionali şi reprezentanţi permanenţi".
2. Înlocuirea în Articolele 4, 5, 6, 13, 14 şi 20 a denumirii "Consiliul şefilor de state" şi abrevierii derivate "CŞS", cu sintagmele "Consiliul şefilor de state şi de guverne" şi respectiv "CŞSG".
3. Divergenţele privind aplicarea şi interpretarea prezentului Protocol vor fi soluţionate prin negocieri şi consultări.
4. Prezentul Protocol este parte integrantă a Statutului Organizaţiei pentru Democraţie şi Dezvoltare Economică - GUAM.
5. Prezentul Protocol va intra în vigoare în conformitate cu Articolul 19 al Statutului Organizaţiei pentru Democraţie şi Dezvoltare Economică - GUAM.
6. Secretariatul este depozitarul Protocolului, care va emite o copie certificată fiecărei Părţi.

PROTOCOL
on amendments to the Charter of the Organization
for Democracy and Economic Development - GUAM
Member States of the Organization for Democracy and Economic Development - GUAM
guided by the goals and principles of cooperation, enshrined in the Charter of the Organization for Democracy and Economic Development - GUAM, aimed at developing comprehensive political, economic and humanitarian cooperation, ensuring sustainable development and security of the region,
seeking to further deepen the sectoral cooperation of the Member States, especially its economic component, and taking into account the positive impact of the meetings of the Heads of Government on the implementation of multilateral projects and programs,
bearing in mind the constitutional changes that have taken place in Member States,
acting in accordance with Article 21 of the Charter,
AGREED as follows:
1. Paragraph 2 of Article 3 shall be worded as follows: "The Council is the main body of the Organization that conducts its work at the level of Heads of State and Government (Summit), Ministers of Foreign Affairs, National coordinators and Permanent representatives.".
2. Replace in articles 4, 5, 6, 13, 14 and 20 the Words "Council of Heads of State" and the derivative abbreviation "CHS" with "Council of Heads of State and Government" and "CHSG", respectively.
3. Disputes regarding the application and interpretation of this Protocol shall be resolved through negotiations and consultations.
4. This Protocol is an integral part of the Charter of the Organization for Democracy and Economic Development - GUAM.
5. This Protocol shall enter into force in accordance with Article 19 of the Charter of the Organization for Democracy and Economic Development - GUAM.
6. The Secretariat is the depositary of the Protocol, which will send a certified copy to cach party.

CMFA DECISION
On amendments to the Charter of the
Organization for Democracy and Economic Development - GUAM
Council of Ministers of Foreign Affairs of the Organization for Democracy and Economic Development - GUAM
pursuant of Article 21 of the Charter of the Organization for Democracy and Economic Development - GUAM,
taking note of the recommendations of the GUAM Council of National Coordinators,
DECIDED TO:
Approve the Protocol on amendments to Articles 3, 4, 5, 6, 13, 14 and 20 of the Charter of the Organization for Democracy and Economic Development - GUAM and to recommend to the GUAM Member States the commandment of domestic procedures necessary for its signing.
