Ambasada Republicii Turcia prezintă salutul său Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova şi are onoarea de a informa despre următoarele:
Procedurile legale interne aferente intrării în vigoare a "Acordului între Guvernul Republicii Turcia şi Guvernul Republicii Moldova privind promovarea şi protejarea reciprocă a investiţiilor", semnat la 16 decembrie 2016 la Istanbul, sunt în proces de îndeplinire de către partea turcă.
Cu toate acestea, adresa de livrare menţionată la articolul 13 din Acord unde urmează a fi prezentate notificările şi alte documente prevăzute la articolelor 10 şi 12, va fi schimbată cu adresa indicată mai jos, conform legislaţiei (Legea nr.659, articolul 7) recent adoptate de către Republica Turcia.

Ţinînd cont de faptul că Acordul a fost semnat, modificarea adresei de livrare poate fi realizată prin schimb de Note.
În acest context, onoratul Minister este rugat să informeze Ambasada privind consimţământul autorităţilor moldoveneşti relevante referitor la propunerea de modificare menţionată mai sus. în cazul în care Guvernul Republicii Moldova acceptă propunerea de mai sus, această Notă şi Nota de răspuns a Ministerului cu acelaşi conţinut vor constitui Acordul între Guvernul Republicii Turcia şi Guvernul Republicii Moldova şi va intra în vigoare odată cu Acordul, subiect al acestui amendament, conform modalităţii de intrare în vigoare a Acordului la data primirii ultimei notificări de către Părţile Contractante, în scris şi prin canale diplomatice, privind finalizarea procedurilor legale interne necesare în acest sens.
Ambasada Republicii Turcia foloseşte acest prilej pentru a reînnoi Ministerului Afacerilor Externe şi Integrării Europene al Republicii Moldova asigurarea înaltei sale consideraţiuni.

Drept urmare, Ministerul, în numele Guvernului Republicii Moldova, informează că partea moldovenească a examinat şi acceptat conţinutul Notei nr.2019/97271321-Kişinev BE/23082748 din 1 martie 2019, şi consideră Nota Ambasadei menţionată şi prezenta Nota de răspuns un Acord între Guvernul Republicii Moldova şi Guvernul Republicii Turcia privind modificarea Acordului între Guvernul Republicii Moldova şi Guvernul Republicii Turcia privind promovarea şi protecţia reciprocă a investiţiilor, semnat la Istanbul la 16 decembrie 2016, care va intra în vigoare la data primirii ultimei notificări scrise prin care Părţile Contractante se informează reciproc, prin canalele diplomatice, despre finalizarea procedurilor legale interne necesare pentru intrarea acestuia în vigoare.

The Embassy of the Republic of Turkey presents its compliments to the Esteemed Ministry of Foreign Affairs European Integration of the Republic of Moldova and has the honour to inform the following:
Internal legal procedures for the entering into force of "The Agreement between the Government of the Republic of Turkey and the Government of the Republic of Moldova concerning the Reciprocal Promotion and Protection of Investments", which was signed on 16 December 2016 in Istanbul, have been continued by the Turkish Side.
However, delivery address for notices and other documents under 10 and 12, articulated in the Article 13 of the Agreement, shall be changed to the address below according to the legislation (Decree Law Nr. 659, Article 7) newly adopted by the Republic of Turkey.

Since the Agreement has been signed, the change regarding the deliver}' address can be done through exchange of Notes.
In this respect, the Esteemed Ministry is kindly requested to inform the Embassy about the consent of relevant Moldovan authorities regarding the proposal of abovementioned change. In case the Government of the Republic of Moldova accepts the above proposal, this Note and the Ministry's Note of reply of the same content will constitute the Agreement between the Government of the Republic of Turkey and the Government of the Republic of Moldova and will enter into force with the Agreement subject to this amendment, according to the modality envisaged for the entry into force of the Agreement, on the date of the receipt of the last notification by the Contracting Parties, in writing and through diplomatic channels, of the completion of the respective internal legal procedures necessary to that effect.

Hereinafter, the Ministry, on behalf of the Government of the Republic of Moldova, informs that the Moldovan side has examined and accepted the content of the Note No.2019/97271321-Kișinev BE/23082748 of March 1, 2019, and considers the Embassy′s mentioned Note and the present Note of reply as an Agreement between the Government of the Republic of Moldova and the Government of the Republic of Turkey amending the Agreement between the Government of the Republic of Moldova and the Government of the Republic of Turkey concerning the reciprocal promotion and protection of investments, signed in Istanbul on 16 December 2016, that shall enter into force on the date of the receipt of the last written notification by which the Contracting Parties inform each other, through diplomatic channels, about the completion of their internal legal procedures required for its entry into force.
The Ministry of Foreign Affairs and European Integration of the Republic of Moldova avails itself of this opportunity to renew to the Embassy of the Republic of Turkey to the Republic of Moldova the assurance of its highest consideration.
